Leadership Ethics – Does the end justify the means?

For weeks now, Market Basket has been used as a case study on leadership. The ethics of the Board of Directors has been looked at extensively. But what about the ethics of the store managers/leaders of each of the stores?   There are reports that in the efforts to fight the Board of Directors, store managers allowed employees to protest during their shifts, while on the clock. This action could be illegal and is definitely unethical. Does the end justify the means? Can leaders take unethical measures if the intention is good?
